The Snow Windrow Removal Program for Eligible Low Income Persons provides support to residents based on financial need during the winter season (October to April). Eligible applicants will receive assistance with clearing the snow "windrow" left behind by the snowplow carrying out road maintenance activities.
How to apply
You must submit a completed Application for Snow Windrow Removal, along with your GIS/ODSP documentation to any Municipal Ward Office between the intake period of September 1 to October 1. You will need to apply annually. Please review the Program Policy.
Program eligibility
To qualify for this program, you must be:
- In receipt of a payment under the Guaranteed Income Supplement (GIS) Act or the Ontario Disability Support Program (ODSP) Act, on or before the application deadline of October 1 of the current year; and
- A senior over the age of 65 or disabled resident with proof of disability; and
- A resident of the Municipality of Greenstone.
How the program works
We assist disabled individuals or seniors who are not physically able to clear snow that blocks a driveway, boulevard or sidewalk. After municipal roads are cleared, Public Works will:
- Clear one entrance per primary property only
- Remove snow from roadway entrance the width of one car to allow access
- Aim to remove snow within 48 hours
We do not clear snow from your entire driveway, just from the entrance where snow windrow can build up from the plow. Service timeline will depend on how quickly staff can clear municipal roads.
Service terms and conditions

- Eligible residents must apply annually
- House numbers must be visible
- You must remove anything blocking the driveway entrance
- The Municipality is not liable for any damage to the property as a result of service
- The Municipality may cancel service if you don't remove snow on your driveway
