Specialized Transit Program Ending Effective January 1, 2026
At the October 27, 2025 Regular Meeting of Council, Greenstone Council voted to end the Specialized Transit Program effective January 1, 2026, following a review that found low ridership and high operating costs made the service unsustainable.
The program, launched in April 2024, was designed to provide transportation for seniors and residents needing rides to medical appointments both within town and to out-of-town locations. Despite several adjustments to improve service and lower fees, participation remained low — particularly in Longlac — and did not meet the usage targets set by Ontario Health.
In 2025, the program cost approximately $90,000 to operate, with just over $7,000 collected in rider fees. It was also noted that the number of trips and registered users fell far short of the levels required to maintain Ontario Health funding.
As part of the decision, Council directed staff to:
- Prepare a by-law repealing the Specialized Transit Policy (23-63) and the Relief for Eligible Low-Income Persons Policy (23-79), effective January 1, 2026; and
- Bring forward a report on how Ontario Health funding could be reallocated to support other municipal or community transportation initiatives.
Council members expressed appreciation to residents who participated in the pilot program.
