Municipally Initiated Zoning By-Law Amendment 2026-01
TAKE NOTICE that the Council of the Corporation of the Municipality of Greenstone will hold a Statutory Public Meeting in order to consider a Municipally initiated application for a Zoning By-law Amendment pursuant to the requirements of Section 34(12) of the Planning Act, R.S.O. 1990, c.P. 13, as amended.
Meeting Date and Location:
The public meeting will be held on Monday, April 27, 2026, at 6:00 p.m., in the Council Chambers of the Greenstone Administration Office, 1800 Main Street, Geraldton, Ontario.
PURPOSE AND EFFECT:
The proposed municipally initiated Zoning By-Law Amendment is to address various housekeeping amendments and a total of sixteen (16) site-specific re-zonings, primarily to correct mapping errors in the Municipality’s Zoning By-Law 23-77 and to better reflect existing uses.
The proposed housekeeping amendments to the Zoning By-Law include:
- Amendment 1: In Section 3 Definitions, amending the definition for “park” to remove campground from the description, as “campground” is a separately defined term in the Zoning By-Law, and is a separate land use, which is not permitted in all Zones where a park is permitted;
- Amendment 2: In Section 3, Definitions, adding a definition for “modular dwelling”, and permitting the use in the Residential Low Density (R1) and Residential Multiple (R2) Zones to recognize prefabricated units which can contribute to housing accessibility and affordability;
- Amendment 3: In Section 4.22.5 Schedule for Parking Regulations, adding a corresponding parking space requirement per dwelling for a “modular dwelling”;
- Amendment 4: In Section 7 Residential Multiple (R2) Zone, expanding the permitted uses in the R2 Zone to add the following low density residential uses: single detached dwelling; modular dwelling; two-unit dwelling (including a converted dwelling, duplex dwelling, semi-detached dwelling, accessory apartment, and additional residential unit); tiny house; and crisis care facility. Currently, these uses are only permitted in the R1 Zone; and
- Amendment 5: In Section 20 Rural (RU) Zone, increasing the maximum lot coverage in the Rural (RU Zone) from 5% to 15%, as it has been found that the existing provision is more restrictive than the typical maximum lot coverage in other area municipalities.
The intent and purpose of the proposed site-specific re-zonings is to:
- Amendment 6: Prohibit the low density residential uses which are proposed to be permitted in the R2 Zone through proposed Amendments 2 and 4 above, by re-zoning the following properties to an R2 Exception (R2-XX) Zone:
- Municipally owned property legally described as PT TB10865 TB 12025, Geraldton, which is currently zoned R2;
- Municipally owned property legally described as MC TB 10558 & PT CL 8484 RP and PT MC TB10559 & CL 8474 W/S, Geraldton, which is currently zoned Institutional (I);
- Municipally owned property known as 105 Thom St., Longlac, which is currently zoned R1;
- 213-219 Keefer St., Nakina, which is currently zoned R2;
- 418 River Rd., Nakina, which is currently zoned R2;
- 101 Centennial Dr., Longlac, which is currently zoned R2;
- 114 Woodcrest Dr., Longlac, which is currently zoned R2;
- 125 Woodcrest Dr., Longlac, which is currently zoned R2;
- 93 Skinner Ave. NE, Longlac, which is currently zoned R2; and
- 137 Kenogami Rd., Longlac, which is currently zoned R2.
- Amendment 7: Re-zone the following properties to correct mapping errors and better reflect the existing uses:
- 523 First Street East, Geraldton – re-zone from Institutional (I) to R1;
- Municipally-owned property known as 809 First Street West, Geraldton – re-zone from the General Commercial (C1) Zone to the R1 Zone;
- 811 First Street West, Geraldton - re-zone from the General Commercial (C1) Zone to the R1 Zone;
- Property legally described as JR 6 PCL 14008 TBF SOUTH OF; KILKENNY, along Highway 11, Orient Bay – re-zone from the Open Space (OS) Zone to the Rural (RU) Zone;
- 8392 Highway 11 – re-zone from the Highway Commercial (C2) Zone to the RU Zone; and
- 2741 Highway 11, Beardmore – re-zone from the Light Industrial (M1) Zone to the C2 Zone.
SUBJECT LANDS: The proposed housekeeping Amendments 1 through 5 apply to the R1, R2, and RU Zones located across the Municipality, and to Section 3 Definitions and Section 4.22.5 Schedule for Parking Regulations in the Zoning By-law; as such, no key map is provided. Key maps are available to illustrate the sixteen (16) properties affected by the proposed site-specific re-zonings as part of Amendments 6 and 7. The full list of affected properties and the details of each proposed amendment are listed in the Zoning By-Law Amendment Application which is available for public inspection upon request to the Municipality at the contact below.
IF A PERSON OR PUBLIC BODY would otherwise have an ability to appeal the decision of the Municipality of Greenstone to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Greenstone before the By-Law is passed, the person or public body is not entitled to appeal the decision.
IF A PERSON OR PUBLIC BODY does not make oral submissions at a public meeting, or make written submissions to the Municipality of Greenstone before the proposed By-Law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
