Lottery Licences

The Municipality of Greenstone can issue licences for most lottery events under the Provincial Order-in-Council issued by the Alcohol and Gaming Commission of Ontario (AGCO).

We can issue a licence for the following types of lottery licences:

  • Bingo events with prize board of up to $5,500
  • Raffles with prizes up to $50,000
  • Break Open Ticket events where the tickets are sold within the municipality and are not conducted with another event
  • Bazaar gaming events
  • Media bingo

Apply for a lottery licence

Before you apply, please call the Ward office in your community to find out if you're eligible. If you have not acquired a Lottery licence with the Municipality before, you must complete an Eligibility Application. You may also pick up the Eligibility Application at your local Ward office.

Visit the AGCO the get a copy of the lottery licence application and reports forms. We can also provide these forms on request.

If eligible, you will be required to provide a complete application along with:

  • Copies of your most recent bank statements
  • Copy of the organization's budget for the current year showing expenditures and all forms of revenue
  • Copy of the organization's constitution band or by-laws

It can take up to five business days to receive a lottery licence. If you are missing any documents with the application, this may delay the process.

Fees

The cost of a lottery license is 3 per cent of the total prize value being raffled.

Licensing guidelines

When licensing an event, we must:

  • Determine whether an organization is eligible for lottery licensing in Ontario, using guidelines set out in the Lottery Licensing Policy Manual (LLPM)
  • Issue and administer licences in a fair and equitable manner
  • Be consistent with policies in the LLPM
  • Ensure that licensees meet the requirements of the Criminal Code (Canada), the Order-in-Council and the term and conditions of their licenses

Each ward office has a Municipal Lottery Officer available to answer your questions. Contact us if you have a question about applying for a lottery licence.

Individuals cannot apply for a lottery licence. Only eligible registered charities, youth sports groups, religious organizations, service clubs (i.e. Kinsmen, Rotary Club, Legions) can apply.

An organization must have been in existence for at least one year and have bank statements to verify this. Furthermore, if it is a municipally owned or run organization, Municipalities are not eligible for lottery proceeds.

It is illegal for individuals holding a Stag and Doe to conduct raffles. Individuals cannot raise lottery funds for personal gain.
