Low Income Water and Sewer Program

At the February 13, 2023 Regular Meeting of Council, Council approved By-law 23-14 which reduced the Senior Water Rate Discount as of July 1, 2023, and ended the program as of December 31, 2023. 

A Water and Sewer Relief Policy for Eligible Low Income Persons will replace the Senior Water Rate Discount. Applications are now available. The program will begin on July 1, 2023.

How to apply

Complete the water and sewer rate relief program application form and return to your local ward office with personal identification and the required additional documents. The discount will be applied on your next billing cycle.

  • Applicant must own and occupy the residential property for which they are applying for.
  • Seniors - Applicant must be 65+ and be receiving an increment from the Guaranteed Income Supplement (GIS). Documentation is required.
  • Persons with Disability - A low-income person with a disability must be receiving an increment paid under the Ontario Disability Support Program Act on or before the 31st day of December in the year in which the owner makes application for the utility rate reduction.

  • Applications must be received by the 15th day of a month to have the discount start on the 1st of the following month to allow time for processing.
  • Applicant’s tax and water accounts cannot be in arrears when applying.
  • Applicants must be owners of residential property within the Municipality of Greenstone for a period of one (or more) year(s) preceding the application.
  • The Property must be your principal residence.
  • The Property must be classified in the Residential tax classification.
  • Each owner or their spouse must meet the eligibility criteria above in order to qualify for the program.
  • If you qualify for a water and sewer credit, a credit amount of 10% of the standard residential water and sewer rates will be applied to your water account.
