NOTICE OF APPLICATION AND NOTICE OF PUBLIC MEETING BEFORE MUNICIPALITY OF GREENSTONE COUNCIL

Re: Greenstone Gold Mines GP Inc.

The Public is hereby notified of an Official Plan and Zoning By-law amendment application by Greenstone Gold Mines GP Inc and is invited to attend a Public Meeting, which Council will be holding on:

WEDNESDAY, JANUARY 23, 2019, 6:30 p.m.

to consider the planning applications detailed in this notice.

Purpose of Meeting:

  • For the purpose of giving the public the opportunity to make representation in respect of the proposed amendments.
  • For the applicant to present the proposal;
  • For interested parties to express their opinion about the proposal; and
  • For community input to be used to evaluate the proposal.

Submission of comments and notice of decision:

Written comments may be filed at the meeting or mailed to the Municipal Clerk at the address below.
Please include your name, mailing address and telephone number, and quote the file name of the application – Greenstone Gold - in any correspondence.

The proposed Official Plan Amendment would:

  • Redesignate certain lands from the current “Open Space” (Property Location 1), “Commercial” (Property Location 2), “Industrial” (Property Location 3), “Hazard Land” (Property Location 4), and “Future Water Supply and Hazard Land” (Property Location 5) designations to the “Rural” designation, all as shown on Map 1 forming part of this notice.
  • Add policies to enable the use of Site Plan Control.
  • Add policies to enable the use of Holding Provisions.
  • Add policies to authorize the acquisition of lands under Section 25 of the Planning Act.

The proposed Zoning By-law Amendment would:

  • Rezone from the Rural, RU-2, RU-3, Rural Special Exception One, Rural Residential, General Commercial, Highway Commercial, Resort Commercial, General Industrial, Waste Disposal and Environmental Protection Zones, and certain lands in Salsberg Township currently not subject to zoning regulation, all to be zoned as the MIN-H Mining Zone Holding as shown on Map 2 attached to this notice.
  • Add a number of definitions related to mining and mining activity.
  • Establish a list of permitted uses for the MIN Zone.
  • Establish regulations including but not limited to setbacks, height, lot coverage and parking for the MIN Zone.
  • Add provisions to permit a Temporary Mine Construction Accommodation Area.
  • Add a number of definitions related to a Temporary Mine Construction Accommodation Area.
  • Establish regulations including but not limited to setbacks, height, lot coverage and parking for the Temporary Mine Construction Accommodation Area.
  • Establish a Sensitive Use Area adjacent to and surrounding the MIN Zone.
  • Prohibit the establishment of certain sensitive land uses within the Sensitive Use Area, including dwellings, parks, picnic areas, playgrounds, hotels and motels.
  • Establish the parameters for the use of and removal of the Holding Symbol.
  • Establish other related development parameters.

The purpose and effect of these amendments are to permit the development of an open pit gold mine in the vicinity of the intersection of Highways 11 and 584. The mine, also known as the “Hardrock Project” is anticipated to have a life of about 15 years. It will include a process plant, power generation facility, tailings and water management facility as well as other supporting infrastructure such as maintenance and storage facilities, warehouses and offices.

Planning Act Requirements:

ZONING

If a person or public body would otherwise have an ability to appeal the decision of the Municipality of Greenstone to the Local Planning Appeal Tribunal, but the person or public body does not make oral submissions at a public meeting or make written submissions to the Council of the Municipality of Greenstone before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Municipality of Greenstone before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

OFFICIAL PLAN

If a person or public body would otherwise have an ability to appeal the decision of the Municipality of Greenstone to the Local Planning Appeal Tribunal, but the person or public body does not make oral submissions at a public meeting or make written submissions to the Council of the Municipality of Greenstone before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Greenstone before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
