WHAT IS MUNICIPAL COUNCIL FOR?

The principal job of a Council member is to make policy for the governance of the Municipality and its populace.  The principal forum for local government policy making is the Council Meetings.

HOW DOES COUNCIL MAKE ITS DECISIONS?

Council relies on ideas from many sources, including staff, citizens' groups, sub-committees and various local chambers and organizations.  It is Council's responsibility to consider the merits of each idea and then approve, modify, or reject it.  In doing so, Council members analyze community needs, program alternatives and available resources.

HOW IS THE PUBLIC INVOLVED IN THE PROCESS?

When you feel strongly about a public issue or a local concern, Council encourages you to share your information and thoughts with them.  If you are unable to attend a meeting, you are encouraged to send/fax/e-mail a letter (addressed to Council), which will be made part of the next Regular Meeting Agenda, becoming part of the public record.

INTERESTED IN MAKING A DEPUTATION TO COUNCIL?

If you would like to make a deputation to Council at one of their meetings, you should follow the guidelines outlined below, which are being offered to help you make your deputation as effective as possible:

1.  Written statements for Council are recommended if possible, and are to be provided to the Clerk before noon on the Thursday before the meeting.

2.  Prior to addressing Council, all speakers shall state their name and organizational affiliation, if any.

3.  Address the Mayor as "Your Worship".

4.  Your presentation is to be addressed to Council as a whole, not to individual Council members.

5.  Council members may interrupt a speaker for the purposes of clarification and information.

6.  Be concise and to the point in making your presentation.

7.  Do not interrupt the Mayor or a member of Council.

Deputations should be 5-10 minutes in length and shall in any case be no more than 15 minutes.  A 5 minute question and answer session is allowed for members of Council to ask further questions.  The key to using this time is to be effective.  It is expected that speakers will observe the commonly accepted rules of courtesy, decorum and good taste.
